List of Activities Subject to Fire Prevention: Classification, Regulations, and Compliance Requirements by Risk Category

The Presidential Decree 151/11 has reorganized Fire Prevention Activities by classifying them into three risk categories, each with specific regulatory compliance requirements. CATEGORY A - Low Risk

Direct submission of the Certified Notice of Start of Activity (SCIA) upon work completion
Automatic authorization to operate after SCIA submission
Fire Department inspections conducted on a sampling basis
Authorization validity: 5 years from SCIA submission date

CATEGORY B - Medium risk

Obligation to submit Project Assessment before starting work
Requirement to obtain Conformity Opinion from the Fire Department
SCIA submission upon work completion
Sample-based inspections with Technical Site Visit Report issuance
Authorization validity: 5 years from SCIA submission date

CATEGORY C - High Risk

Obligation to submit Project Assessment before starting work
SCIA submission upon work completion

FIRE SAFETY COMPLIANCE - Periodic Renewal Certificate

For all categories, at the end of the 5-year validity period, submission of thePeriodic Renewal Attestation of Fire Prevention Compliance is mandatory.

MAINTENANCE OF FIRE SAFETY SYSTEMS, VERIFICATION AND UPDATING OF PERIODIC CHECKS

The employer is obliged to maintain in working condition systems, I devices, the equipment and the others Fire safety measures adopted and to carry out control checks and maintenance activities according to the timeframes indicated by the Command in the Fire Prevention Certificate or upon issuance of the receipt following the submission of the SCIA, as well as to ensure a Adequate information on fire risks associated with the specific activity, on the Prevention and protection measures adopted, on precautions to observe to prevent the outbreak of a fire and on Procedure to be followed in case of fire.
The support also includes the Verification of the correct completion of the periodic fire prevention control register, mandatory document for subject activities, which must be kept updated and made available for the competent checks of the Command.

RISK ANALYSIS

RISK ANALYSIS and determination of NON-AGGRAVATION to authorize potential modifications to existing practices pursuant to Article 4, paragraph 7 of D.M. 7/8/12, i.e., non-substantial modifications

REVOCATION FOR COMPENSATORY MEASURES

Requests for EXEMPTIONS, as per art. 7 of DPR 151/11, are necessary when the characteristics of the activity do not allow for full compliance with current fire safety technical regulations. These requests, in agreement with the owner, provide for further compensatory measures that will be evaluated by the competent Fire Department Command and the Regional Directorate of the Fire Brigades.
